Officers with the PCSD were dispatched via Putnam 911 to a report of a two-car personal injury crash on Route 6 in the area of Bridge Lane in the town of Southeast on Thursday, Oct. 31 around 4:30 p.m.

Upon arrival, officers allegedly observed Julian Chulo, the driver of one of the vehicles, sitting on the shoulder of the road.

It also appeared as though empty beer cans had been ejected from his car, according to police.

Multiple witnesses subsequently informed police that Chulo, 50, of Carmel was allegedly removed from the vehicle because there was fear that it would catch fire due to a gas leak.

Further investigation revealed that Chulo was operating the vehicle while in an intoxicated state, according to police.

Chulo was transported to a local hospital via Brewster EMS, where it was learned that he had fractured his pelvis, police say.

The operator of the other vehicle allegedly sustained minor injuries.

Chulo was charged with driving while intoxicated, a misdemeanor, and is scheduled to appear in the Town of Southeast Court.
